Default why do some yacht ads say "not for sale to

U.S. citizens while in U.S. waters"?

Probably because there's something sketchy involved so it's not legal in the US and it's something that can only be done in international waters. It could be anything up to and including not wanting to pay taxes.

it means as long as you are in the U.S. and want to buy something that air mail want carry they want ship it to you unless you go to that place and pick it up.

U.S. law requires the yacht to have an engine to navigate into harbor or close to land. Some other countries do not have that requirement. The yacht in question probably does not have an engine.
